Actually, I think it depends on your definition of "adding" baggage fees. I believe AA announced the charge first, and UA was the first to match, but the implementation date was before AA. Or maybe it was the other way around. However, I believe UA was the first to add and charge the second bag fees. Also, they were most certainly the only ones to try and double the second baggage fee (which got rescinded before it ever got charged). If they were first or not could be up for debate, however, they were certainly among the first.
