Unless he is taking a simple trip with no connections and plans to ride in coach, then he must call AGR to make the reservation. If his trip is a simple one, it can be booked online at the AGR site.

A regular Amtrak agent cannot help him to make a reservation using points, only an AGR rep can do that.
