I don't have an authoritative answer (paging Lurker) but I have never witnessed this personally. I've purchased rooms after midnight for that same night and didn't see any difference in rate from when I last had checked a few days prior. I'd be surprised if this was in any way some systemwide policy, although of course there may be some hotels that do this.
