Just a guess: the fee associated with challenges will eliminate the # of people who actually commit to challenges and therefore there will be fewer pax who achieve GLD/PLT via a challenge. For example, I signed my 15 yr old niece and 13 yr old nephew up for a PLT challenge b/c they happened to have enough travel scheduled to meet the requirements. I would not have signed them up if I had to pay a fee.
