They sure make it look like they are.

I'll grant you, though, that they probably never saw it that way. My guess is, they just saw the YVR operation as legacy from CP, expensive and not all that necessary.

When getting through YVR, you really get the feeling AC would rather see the place die of natural death, don't you?
