Deicing is done by YVR's ground contractor, not AC.
And by the way, I suspect YVR ran out of urea and other deicing fluids. There is no way they could have reasonably predicted this mess and had extra supplies on hand to use.
In fact, I don't think any major airport in Canada could have been able to predict what happened this month.
