Although off its lows, the dollar is actually up a bit against the Euro. The best place to get Euros is at an ATM. Ask you bank about the fees and if there are partner ATMs you can use for less/no fees (e.g. Bank of America and BNP Paribas are partners). Be sure to let your bank know when you will be out of the country and which countries you will be visiting. If your bank charges a per-withdrawal fee, my advice is to pull out the maximum amount each time (e.g. 300-400 EUR).
Some credit cards, like Capital One cards, offer 0% or 1% forex charges (most are 3%).
