What is the reason of very high "full rate"

I am noticing that often, chain hotels put ut a rate inside the room that is extremely higher than what can usually be obtained through the website. The latest example is my current stay at Hilton CDG. My rate is 159 (and I booked it two days ago, so it's not an "AP" fare) and I don't remember ever seeing it at more than 199 euros. But the "full fare" on the sign on the door is a ridiculouse EUR 995. I am pretty sure nobody would be insane enough to pay that rate. And yet, I've seen it in many properties.

What's the point ? Are people really paying this kind of rate (at least sometime) ? Are there put only because some large companies (or tour operators) negociate a X% discount on the full rate with Hilton ? I am really curious and I'm sure the knowledgeable people here will be able to enlighten me!
