For LA you are correct. For people from other parts such as myself it is no big deal at all. I've walked from the Hyatt to Rodeo twice myself and found it pleasurable.
Being a bit of a safety nut though I wouldn't recommend it after dark. The area's nothing close to seedy but I don't like walking anywhere in LA at night
