That's much different than a reservation just sitting in a computer. A ticket really is like cash, you can turn it in at any point in time prior to its expiration date, usually 1 year after it was issued.
Isn't it kind of crazy though, that you can buy a ticket that holds you a seat, and then not use it and get your money back, all the while preventing Amtrak from selling that seat to anyone else?
