I respectfully disagree. Only if it is related to the amount/price of fuel should they call it a fuel surcharge. When ORD-YYZ-SCL has a lower fuel surcharge than YYZ - SCL, it clearly isn't about fuel, since the ORD-YYZ adds about 300+ miles to the trip, on a route where more fuel per mile is used based on the shorter distance. I'm sure they can figure out something creative, but fuel surcharge isn't proper.
