I think you have access to the IFL since that's where you get your continental breakfast. Things may have changed, but that is my recollection.

The number of people eligible to use it is more than the number of people who actually use it. All GS landing at ORD on an overseas flight before noon can use the ORD Arrivals facility. That number is huge.
