I'm trying to call CO at 1-800-523-3273 to cancel a flight later today. It's refundable so I technically don't _have_ to call but I want to. If I try to cancel online it says it's non-refundable and I'm not sure it's wise to take a chance on that (it's definitely refundable but I'd prefer not to be fighting over whether I accepted a lack of refund).

Both late last night and just now (11:48am Thursday) I get a message, "we are unable to answer your call at this time".

Is there something wrong? Am I doing something wrong?
