I have received points for incidentals on award and airline-paid stays. I have also not received points for certain incidentals where the hotel was really acting as a payment intermediary (shops in lobby, tours, etc.) Other times I have received points for the same sort of item so i think it varies by property although there is a rough correlation i see to the level of involvement of hotel personnel in the actual provisioning of the service to the outcome of whether points are awarded.
