Why is the Beltway so torn up between Chain Bridge Road and Arlington Blvd? What are they constructing there (@:-) Could it be HOV toll lanes?)

My experience with VDOT engineers has found them to be ludicrously unaware of the problems that they have created with their service road entrances and pathways in and out of strip and shopping centers throughout the County.

I have also had some run-ins with them over the years concerning their treatment of some high traffic side roads in the neighborhood of our job and find them to be unbelievably dense and lacking in common sense.
