Yeah, I've noticed that too (the extra taxes and fees bait and switch routine). But some of these cheaper fares I've definitely checked out and they do apparently include everything and state that my cc will be charged a grand total of "such and such" figure.
Now if they can get that fare from United, which surely must include a little fee to make it profitable for the search site, surely United could, and would prefer, to offer me that same fare directly?
Some sites buy a guaranteed quantity, this does give them greater purchasing power. Occasionally they also have greater restrictions on cancellations/changes/... Get a copy of the fare rules to understood the purchase.
