There has never been a published policy, nor should they be. UA decides what to release and when based on their business models.

The new cabins have fewer premium seats and there is the hope (for UA) that more people are willing to actually pay for a more competitive product so why release them by the boatload for upgrades therefore potentially missing out on much needed revenue? All this leads to fewer upgrade opportunities.
