Yes, very normal - BUT, there is a secret entrance which gives you access to the mythical level -3 where there are always lots of available spaces (even in aisles 13&14 next to the Elevators for 2F)!

The normal entrance next to 2E doesn't allow you (easy) access to -3, only the always very full -1 and -2 levels.
