No, the German version is no different ...

But i assume (as a German) that the meaning is:
It is possible to buy tickets for up to 5 persons but each person must be in possession of a corresponding (air)-ticket (albeit not neccessarily 5 separate tickets -see below).
Since e-tickets can be issued for more than a single person it´s neccessary to be able to book a corresponding R&F ticket for all members of the travelling party ...
So, the limit for the R&F ticket was set for up to 5 persons travelling on the same (e)-ticket.
