The TL City Airport isn't a bad choice, if you can get a room for £49 or less. The only other hotel relatively near LCY is an Etap, which is quite bare bones but possibly cheaper than the TL.

I think there's a Holiday Inn Express at Stratford, not far from the station, which might be worth a look.
