If you really mean Budget (with a capital B) try hostels.com/london. Bed with shared bathroom could be as cheap as $10 for the night. I've actually tried a couple (YHA Earls Court was one) and wasn't grossed out. The site has ratings to keep you from making a huge mistake. Can't help you with proximity to LCY.
