What’s the difference if there is a cellphone in a shoe in the tub, or my travel clock and little FM radio tucked inside a second pair of shoes packed in my bag?
No different, except it's a little less obvious in a bag, which will have overlapping images.

And the sensitivity and specificity of xray detection of "anomalies" in shoes is what, exactly?
Well, I could tell you, but then I'd have to kill you!
