Time to get a new bank without such nasty fees (even if just for international ATM use while keeping your other accounts at the other bank). Also, many banks will issue you an PIN-only ATM card on request, without Visa or Mastercard debit capability, in order to avoid the security risks of Visa or Mastercard debit cards.
