I'm charged for each and every withdrawal by banks in Mexico, Barbados, Chile, Argentina, Venezuela, among others.
My statement shows the amounts withdrawn (converted into USD). Usually, if the ATM operator charges a fee for non-accountholders, it is added into the amount withdrawn. Then, the statement has separate transations in USD for the "international network usage" fees, usually an even $5 or 10 (not converted from the foreign currency, so clearly charged at the US end, most likely by BoA).
