I've never had a problem with rates from foreign bank ATMs. What you need to watch for is charges, particularly from your home bank. I've closed two different bank accounts in the last 5-6 years when they decided to use international ATM transactions as money makers. The last bank was going to charge $1.50 per transaction and 2%, and I wanted nothing to do with that. My current bank does not charge any of these fees and no surcharges.
Read the fine print in your account information, or call your bank and get them to send you the current information on charges for foreign ATM transactions.
So who do you use now? I thought this was pro forma with the big US banks now.
