"Elite Heavy" Cities

What cities are considered the most "elite heavy" (in relation to number of seats available)? In my experience, the most difficult for upgrades are:

TPA
MCO
JAX
SAN
SNA (lately, the worst)
DCA
RDU

Easier cities for me to upgrade are:

SEA
SFO (the easiest for me)
LAX
LAS
BOS
