1. Probably not, but maybe. You'd have to convince the agent you were going to the US for something else other than what you'd applied for a TN for. Hard to do but maybe not impossible (close to impossible, though?).
2. Maybe, if they consider "internal meetings" to be working in the US (vs., say, "sales call").
Are you expecting them to reject your B-1 (business visitor) claim and make you get a TN? You probably won't have the documentation for the latter in that case. You won't get a TN on a verbal declaration (which is possible on B-1, e.g. "I'm going to make a sales call".).
