Had this problem a couple of weeks ago when trying to upgrade a V fare LHR-ORD-SAN using SWU. .bomb kept saying that the fare was not eligible for upgrade.

Called CSR and she was able to enter the upgrade request immediately (which subsequently cleared about a week later).
