The simple way around this would simply be to schedule the flight for 12:01 p.m. A one-minute "delay" shouldn't throw your system out of whack that much, unless you're offering deaprtures "every hour on the hour" on a particular route. I believe rail systems frequently use "12:01 p.m." to avoid such confusion.
