We can and indeed have recruited a lot of capable people working for the governments. But with the current system, most of these capable people are utilizing their talents for their own good, not for the good of the public. Without an effective monitoring system and a knowledgeable public, these "elected" or appointed officials can utilize their talents to do whatever they like. Only the bad apples in Gov't make the news. All levels of public service have many diligent hard working employees. I had the good fortune to have breakfast with one last week, an FT breakfast in Vancouver.
I get to witness a part of Federal public service on a daily basis. Yes, their are some lazy, conniving, scamming dog fornicators, but their are also many hard working ones who go to work before their shift starts and finish long after it is supposed to end.
