If you go to a ticket desk to book your ticket without any long haul LAN segment on it, they will send you away. If you book BA or AA flights and say that you want to issue on LA document, they will send you to either BA or AA as you have no flights on LA. LA will definitely not issue you any flight on AC if they are not on any long haul itinerary.
