There are many areas of the vatican that are closed to tourists. So your point is disproved by your example. Another analogy would be another market ... Let's see ... the London stock exchange ... closed to tourists.
For what it's worth, I am also closing my office to tourists. I've put up a sign to tell them that they're not welcome. S***w the tourists. I have a job to do.
