If they really cared about tourism, it would be trivial to set up a way to allow visitors without bothering anyone. They could even charge for it. Nobody's talking of keeping visitors out of St. Peter's despite it being a fully working church, are they?

I just don't buy the "few (or many) bad apples" explanation.
