Using Mail Instead of Phone to Resolve Credit Card Issues?

When trying to resolve a problem over a credit card bill, sometimes talking with the reps in Bangalore is less than satisfactory.

Does anyone here use snail mail (or even email) instead of the phone for these situations?

In this case it's a Chase Visa card with mysterious "mirror billing" of one purchase onto two different accounts.
