From the Japanese article, yes, only the auction area will be closed. You really can't close much of the rest, much of it is a retail market, including restaurants.
As for the article, yes, it will be closed to everybody, but it focuses on how the gaijin can't behave, thus they will close it to everybody. I wonder if many Japanese visit the market just for fun. Probably not.
