Agreed. You'll probably clear within 7 days of departure (or so.) I was on 954 last Friday night, and cleared the Monday prior. Flight ended up completely full. Surprised they told you about the overbooking situation in Y. And 40 isn't that much for a cabin that seats 191. There are still tons of seats for sale in C and Y.

And the waitlist isn't generally closed with 10 pax on it. Unless things have changed, the waitlist allows the same number of pax that the cabin seats. So waitlist for C wouldn't close until 49 pax are on it.
