I'm not entirely sure why Sheraton is doing this. Is it a test to see if investing on a proper bar/lounge is worth it?

I fully agree Leumas.
Groups of 12+ wanting to "kick on" in the evening need a SOTP pub not the Exec Lounge.If the management want to create a pub culture then rename it the SOTP pub. At that point it is no longer the Exec Lounge as the previous atmosphere has changed and guests will know where they stand .
Indeed the Westin Auckland closed its 6th floor Lounge "The Retreat" this year as they needed more business space (The spin was that it was being underutilized ) and it is now a seminar room.
