VR (or image stabilization in general) will not help when the camera/lens itself is not on a stable platform. So, if the plane itself is shaking compared to the scenery outside, VR will not help.

It will help with taking interior shots of the plane, because the camera/lens is shaking along with the rest of the plane.

For taking nightshots out the window, you still need a fast lens or high ISO. No way around it.
