One needs to try many shots, each with different settings. After all that, hope that one shot would turn up good.
Settings are not limited to bumping ISO higher, although it helps (given noise). Given a good window seat, I would try:

First, try VR on and shoot "auto". Shoot at max frames per second per your camera (this approach might help later process with photo blending in Photoshop)

Second, try:
Turn VR on (I set this to default ON at all times); set speed to 1/60 and then faster; set aperture at wide-open and then close it one stop at a time in association with the speed. Take dozens of shots this way (different speed and aperture combo settings), and say a prayer.

Examine the metadata later to see what settings yield the best shot.

My biggest problem is the violent shaking of the plane during take-off and landing. Lens shaking is a more serious problem for me than the ideal exposure setting. Good luck.
