I have been using Electronic Travel Desk by GoldenWare Technologies. It is a Electronic timetable of 90% of the airlines. This is what AA us using for their E-timetable.

Go to http://www.traveldesk.com

The full version with all of the airlines they have with 1 year of updates is only like $35.00. I have found it to be very useful.

It still doesn't have exactly what you are looking for because you want the opposite of what is usualy queried. You want "All flights departing from XYZ to anywhere."

I recommend this software, and have found it to have most airlines albeit not all.
