Actually, I've used enterprise in the past (they were always very good to me and I really recommend them) and I'm pretty sure that their policy for young drivers insurance is till 24, not 25. I'd recheck that. I'm 28 now, but I think thats what I remember when I used them a few years back.
They list three age groups when you go to make the reservation:
18-20 years old
21-24 years old
25 and up
So when they say up to 24 they also mean the year in which you're aged 24. It's rather poorly worded imo.
