If your itinerary is flexible try Uruguay. I've cycled several times in both Argentina and Uruguay. Cycling in Argentina is not safe or enjoyable due to driving habits. Uruguay is much more pleasant, few cars, better roads, civilized behavoir on the part of motorists.
