Just had a quick look. You can book a Tango + fare to Quebec City via Montreal for $139 next week (before Delta 10% discount!) which is close to the same price you would pay for a one way to Montreal. You can route back through Montreal for an extra segment and extra 500 miles, or just take the direct flight back to YYZ.
