This map may be far more helpful than perhaps people realize. Not surprisingly, the number of tickets issued almost certainly correlates to how restrictive the parking regulations are on each block. So, for example, in Chelsea, far fewer tickets were issued on those blocks that permit normal alternate-side parking, whereas lots of tickets were issued on those blocks where parking is limited to commercial vehicles during business hours. (Note that not a lot of tickets are issued on blocks where no parking is permitted at all -- look at 34th Street, for example -- as people are less inclined to park illegally if no other cars are parked on the block). I think it's a mistake to think this map can be used to find areas where one can get away with parking illegially; rather, this map is a handy guide for people looking to park in parts of residential neighborhoods that have more liberal parking policies.
