The charge is not the problem. The issue is that an intermediate luggage delivery is against the check-in profile of UA.

An itinerary which has one intl. segment in it has the intl. luggage rules throughout, so not to worry about this bit. But the issue is that UA has the right to decline your luggage being retrieved en route.

If you haven't yet ticketed the itin - this is what I did for these situations: I booked SEA-SFO-stopover-SYD, This results in 3-7 dollars additional taxes and obliges UA to deliver your goodies in SFO. Then contract the itin to same day continuation to SYD but the stopover privilege stays in place.

I never had an issue doing it this way.
