Taxes on Unused Tickets

When a ticket is not used or exchanged, what happens to the tax that was paid by the passenger on it? Has it already been paid to the government and they keep it? Does the airline either not pay it and therefore keep it or alternatively, get in back from the government and keep it? For international tickets, this can often amount to over $100 per ticket.
