If you are involuntarily downgraded but still accomodated on the flight, I'm not sure any DOT regulations are involved; you can argue with the carrier about compensation for the downgrade, but it's not an IDB, is it? After all, you "B"-ed.
Of course, you can also refuse to get on. But then it's not involuntary.
