I stumbled across this thread just now. One annoying instance I can think of that affected me with change was back in college.
There was a small cafe with change machines and snacks near our dorm. I went in knowing they hate to just hand out quarters for the laundry when students could instead go use the change machines they had there. So when I walked in, I walked over to the two units on the wall with a $5 bill to change up, but both were broken. One said 'Out of order' and the other had a piece of paper stuck to it saying it would only work on $1s until they fixed it. This note had, as I recall, been up there for at least a month. So now I could not even get any change if I tried to without bugging the staff. In the end, I went to the cashier and told him both machines were out and I asked if he could help anyway, but he said no quarters. So I bought a candy bar knowing my change would in fact include a couple (they were only 50cents there) and he actually said this:
"No, I wont sell it to you because I know you just want it to get the quarters."
Of course, he could have given me dimes or even nickles and pennies, I instead tossed it at him and said "you are an idiot" and I walked out.
