Realistically, at larger airports where they have bigger issues to deal with, there is a good chance you would be allowed to keep the items without worrying about duty/tax.
I've never been in the situation personally, but I know of plenty of people who have not been allowed to keep their duty free when their international flight was cancelled and they needed to go back landside.
