I do not recall ever seeing seats sold while there were still Medallions on the upgrade screen. I have come over from US where it appears that rogue agents from time to time violate the company policy of "Preferreds first and then try to sell the seats." Apparently this happens because US was offering the agents commissions on the sales in order to stimulate their salesmanship.
